On the occasion of the Annual Day of Civil Defence & Home Guards on 6th December 2006, I convey my good wishes to a11 the members of Civil Defence and Home Guard volunteers. We the members of these two organisations re-dedicate ourselves to the service of our great nation on this day.
2. Service before self is our motto and we must adhere to this and always set an example for citizens; Remember - safety, welfare and honour of your country come first, safety and welfare of your fellow citizens come next and your own safety and welfare come last.
3. The Civil Defence and Home Guard being a community based voluntary organizations cannot only play an effective role in disaster management by utilizing its capabilities to take up rescue, relief and rehabilitation work but can also playa stellar role in the field of public awareness as also community capacity building to face any emergency. There is also a need to sensitize all concerned to the need of usefulness of Civil Defence and Horne Guard set up. Government of India is taking all steps for revamping the two voluntary organisations
4. Home Guards have already found a "Niche" in the law and order machinery of every State. It is heartening that the police authorities continues to depend heavily on them in the maintenance of public order.
5. I wish all of you a grand success and many more years of selfless service.
